OBJECTIVES AND OPERATING PRINCIPLES
OBJECTIVE: that the Church Universal launch a highly technically oriented initiative to enable the poor nations to engage in the global economy and international markets by humanizing the institutions of that global economy as well as creating in the target countries an institutional environment and the conditions required for this end.
OPERATIONAL OBJECTIVE: Set up under the auspices of the major international religious affiliations a team of experts versed in the values, processes , the operational principles of the major markets of the global economy and their institutional support. The core team will identify organize and support, a network of key players within the major areas of the international markets, their supporting institutions, as well as corresponding key decision making institutions in the target country. The objective of such interaction will be to identify and elicit required changes both within the target country and among the major players and institutions affecting the institutional control of the global economy: such as Banks, monetary markets, commanding international corporations, and at times individuals, patterns of economic behavior, national governments when involved, etc. Research and analysis should identify additional institutions that play pivotal roles in the international economy.
OPERATIONAL PRINCIPLES FOR THE PROJECT:
1 WORK WITH THE CONVICTION THAT IN THE MEDIUM AND LONG TERM THE OBJECTIVES SET FORTH ARE ACHIEVABLE GOALS REQUIRED BY A MORE EQUAL DISTRIBUTION OF THE WORLD’S WEALTH. THIS TYPE OF PARADIGM CHANGE HAS BEEN ACHIEVED BEFORE ON LESS ENCOMPASSING SCALES AND OVER PROTRACTED PERIODS OF TIME. AND CAN BE IMITATED.
2 FORMULATE THE PROJECT IN STAGES WITH CONCRETE AND MEASURABLE GOALS FOR EACH STAGE.
3 THE APPROACH HAS TO BE EMINENTLY TECHNICAL AND PROFESSIONAL WITH EXPERTS OUTSIDE AND INSIDE THE TARGET INSTITUTIONAL ENVIRONMENTS TO BE ABLE TO ENGAGE AND INFLUENCE THE KEY PLAYERS FOR STRUCTURAL CHANGE.
4 WITH THE TEAM OF EXPERTS MOTIVATED BY THEIR ACCEPTANCE AND LIVING OF GOD’S KINGDOM (OF ALL RELIGIOUS AND ETHICAL BELIEFS ) DEVELOP A NETWORK OF KEY LEADERS AND PLAYERS IN THE INTERNATIONAL ECONOMY.
5 THE DEVELOPMENT AND EVENTUAL INTEGRATION OF THE THOSE OF THE TEAM AND NETWORK IS EXPECTED TO TAKE PLACE WITHIN AN ADVERSE AND EVEN HOSTILE ENVIRONMENT. TRIED METHODS ARE AVAILABLE FOR THIS APPROACH TO INSTITUTIONAL DEVELOPMENT.
6 USE THE MORAL AUTHORITY OF THE CURRENT POPE WHICH ABETTED BY THE REST OF THE CONCURRING WORLD RELIGIOUS LEADERSHIP WILL SPEARHEAD THE EFFORT.
7 THE NETWORK MEMBERS WILL BE ENGAGED AND GUIDED BY THE TEAM EXPERTS THROUGH MUTUAL EDUCATION AND INFLUENCE WITH OTHER EXPERTS AND KEY PLAYERS IN THE INTERNATIONAL GLOBAL ECONOMY.
8 DEVLOP THE REQUIRED MASS OF ADEPTS TO LEAVEN THE ENVIRONMENT TO ACCEPT AND PUT IN PLACE THE NECESSARY CHANGES.
9 THE PROJECT WILL BE FLEXIBLE AND EXECUTED SERENDIPITOUSLY, THAT IS, ADAPTING METHODS AND GOALS TO NEW AND UNFORSEEN PROBLEMS AS THEY ARISE.
10 THE ORGANIZATION, DIRECTION AND OPERATION OF THE PROJECT WILL OF NECESSITY BE PUT IN PLACE BY A NEW INSTITUION SET UP FOR ITS PURPOSE OR AN EXISTING ONE ACCEPTABLE TO ALL, IF ONE EXISTS, SUCH AS THE JESUIT RELIGIOUS ORDER.
11 THE TIME FRAME WILL VARY ACCORDING TO THE PROGRESS ACHIEVED IN THE TARGET POOR COUNTRIES, AS WELL AS IN THE INTERNATIONAL CONTROLLING INSTITUTIONS AND COULD TAKE ONE OR TWO GENERATIONAL CHANGES IN SOME COUNTRIES. HOWEVER, THE SOONER THE EFFORT BEGINS THE QUICKER THE RESULTS.
